All Unfinished Projects Will Be Completed In My First Year — Mahama Promises



Former President John Dramani Mahama has pledged to complete all unfinished projects within a year of returning into office if voted for in the December 2020 elections.

Mahama said in an interview with XYZ TV on Sunday, August 23, 2020.

According to Mahama, his first year in office when he’s voted into power would be aimed at completing all unfinished projects.

“When I come back into office, what I have suggested to do is we will start no new projects in the first year. And what we will do is we will gather all the resources available to continue and finish all the projects that have been abandoned”.

He bemoaned the practice where governments abandon projects commissioned by their predecessors to rot. He described the practice as a tragedy on the country’s development.

“That is the tragedy of our country, we do not continue what was left off by the previous government especially in the transition between my administration and Nana Addo’s administration. I think that in previous administrations, efforts have been made to keep development going.”

Mr Mahama said “I haven’t seen a case where there have been such a sudden directive to stop work, while government audit projects. Projects can be ongoing while you do audit and you can make the adjustment when necessary”.

“From Rawlings to Kufuor to Prof Mills, myself, there have never been any blanket directive to stop but unfortunately this one happened in 2017. Projects were suspended across board and in many cases they haven’t even started”, he continued.

Citing the Eastern Corridor Road as an example, the former president said the road was in a bad shape, “We just came down the Eastern Corridor Road and it is in a bad shape. This is a project that was conceptualized by Prof. Mills and at the time we left in 2016, there were contractors working in the various segments of the road, all that work has stopped and the road has deteriorated.”

This, Mr Mahama said can lead to financial loss. “When you are working on things like roads, when you develop it to a certain stage and you don’t finish it, then what happens is it deteriorates. When you come back to do it, it becomes even more expensive”.

“That is not my money, the money that was used to do that project is not from my pocket, it came from the pocket of the tax payers, and so when you recklessly abandon projects like that then what you do is you waste the money of the tax payers”, he said.



World Bank Declares Ghana HIPC Under Nana Addo



Latest information from the World Bank sees Ghana ranked as one of the Heavily Indebted Poor Countries (HIPC) globally.

By this, Ghana joins a group of other developing countries with high levels of poverty and debt overhang which are eligible for special assistance from the International Monetary Fund (IMF) and the World Bank.

A total of 39 countries which heavily features African nations make up the list of HIPC.

Ivory Coast, Rwanda, Burkina Faso, Ethiopia, Haiti and Sierra Leone are some of the countries on the list.

Justice Wuni Was Bias Towards ‘Innocent’ Kennedy Agyapong – Supreme Court



The Supreme Court has cited bias as reason for taking High Court judge, Justice Wuni off from Presiding over a contempt case against Assin Central legislator, Kennedy Agyapong.

The Supreme Court explained that Justice Wuni by the use of the phrase ‘severely punished’ in a contempt summons to Mr Agyapong exhibited bias and an already formed opinion on the deserved punishment for the legislator who remains innocent until proven guilty.

“It demonstrates prejudice, bias and in fact amounts to grave judicial indiscretion for a judge to form an opinion on the severity or leniency of punishment to impose on a person who is presumed innocent until proven guilty,” the court stated.

This was contained in a 31-page judgement detailing the reasons why a five-member panel of the apex court prohibited Justice Wuni from presiding over the MP’s contempt trial.

Gov’t Sued Over Forced Domelevo Leave Directive



Some Civil Society groups have sued the Government of Ghana over President Akufo-Addo’s directive to force Auditor General Daniel Domelevo on leave.

In a statement, the CSOs had expressed hope that the President would have rescinded his decision after their earlier petition however that has not materialised therefore they have no option than to go to the Supreme Court.

See excerpts of the statement below:

“The undersigned Civil Society Organisations (CSOs), represented by our lawyers, have, today, Monday, 26th October 2020, filed a writ at the Supreme Court, challenging the June 29, 2020 directive of the President that has sent the Auditor-General, Mr. Daniel Domelevo, on involuntary leave since Wednesday, 1st July 2020. The President has appointed Mr. Johnson Akuamoah Asiedu, an officer of the Audit Service, to act as Auditor-General during the 167 working days that the Auditor-General is supposed to be away on forced leave.

“It will be recalled that on 7th July 2020, a coalition of CSOs called a press conference in response to the President’s action and issued an appeal to the President to rescind his directive to the Auditor-General. The coalition of CSOs, which included the undersigned organizations, expressed grave concern over the constitutional and governance implications of the President’s action.

Both the International Organisation of Supreme Audit Institutions (INTOSAI) and the English-Speaking section of the African Organisation of Supreme Audit Institutions (AFROSAI-E) also implored the President to reconsider his decision. We indicated at the July 7 press conference that we would consider recourse to legal action to defend the Constitution and the independence of the Auditor-General should it become necessary.”
