Ghana To Face Legal Consequences Over Failure To Account For GALOP

A Deputy Ranking on the Education of Parliament Dr. Clement Apaak has expressed worry over the failure on the part of the government in submitting audited financial statements concerning the GALOP project to the World Bank.

The lawmaker says the situation could have serious consequences for the country.

He stated that Ghana could face legal consequences if we are unable to present the audited finances in 30 days.

The Ghana Accountability for Learning Outcomes Project (GALOP) is a five-year project to improve the quality of education in low-performing basic education schools and strengthen education sector equity and accountability in Ghana.

The World Bank sponsored project is focused on the 10,000 lowest performing Basic Schools (Kindergarten, Primary and Junior High Schools) and all 28 special schools.

It also focuses on strengthening the accountability of the entire education system.
The project’s interventions to strengthen system accountability, develop a national assessment strategy and conduct the P4 national standardized assessment tests will benefit non-GALOP schools.

In addition, all schools will benefit from the Teacher Deployment and Transfer Strategy that ensures the equitable distribution of trained teachers across schools in the country.

The World Bank has written to authorities in Ghana that it has not received audited financial statements for the year ending December 2021.

The statement further declared that for more than 10 months, the World Bank has not received the audited report as required by the General Conditions and Audit Compliance.

For this reason, the World Bank has given authorities in the country 30 days ro respond or face sanctions.

Dr. Apaak reacting expressed worry and wondered why the authorities have failed to submit the audited finances.

He wrote “GALOP Saga: Per the letter, the World Bank is livid with the government for a delay in submitting audited financial statements as required. Ghana is set to face legal consequences if the needful is not done in 30 days. The GALOP project is implemented by the Ministry of Education.”
