Mafia Work? – Auditor General Indicts Former Nhyiaeso MP Few Days After He Accused Ken Agyapong Of Paying Bribe

The Auditor-General has directed the former Member of Parliament for Nhyieso in the Ashanti region, Kennedy Kankam who was a former accountant with the Kumasi Metropolitan Assembly to immediately take steps to recover an amount of GHC500 000 granted as a loan to over 300 people in his constituency.

The money which was the MPs share of the District Assembly’s common fund earmarked for the developmental project is alleged by the Auditor-General to have gone out as a loan but no recoveries have been done since. 

The Administrator of DACF allocated a total amount of GH¢4,821,929.80 to Kumasi Metropolitan Assembly (KMA) from the fourth quarter of 2019 to the third quarter of 2020.

The Auditor-General in a management letter on DACF and other statutory funds of KMA for the year ended 31st December 2020 signed by the ashanti Regional Director Alhassan Mahama says upon the instructions of the former Member of Parliament for Nhyiaeso (Hon. Kennedy Kwasi Kankam) in collaboration with erstwhile Finance Officer (Mr Daniel Kofi Kamkam and Coordinating Director (Mr Samuel Donkor) GH-₵500,000.00 was transferred in May 2019 from the MPs Constituency Labour Project Fund and Social Investment Fund to Barclays Bank Ghana Limited (currently Absa Bank Ltd.), Kroform Branch for onward disbursement to 430 persons of his constituency on loan fully recoverable by August 2020.

However, the Auditor-General says his interaction with the Former Barclays Bank Manager, Krofrom Branch (Ms Ivy Agbemadzo) who signed a Memorandum of Understanding prepared by KMA Lawyer Patrick Adu-Poku and dated 26th April 2019 committing the Bank to do the recovery of the loan confirmed that no recoveries had been done as at 20th January 2021.

Meanwhile, the Bank deducted a service charge of GH₵22.50 on each of the 430 persons totalling GH₵9,675.00.

The report says proper procedure was not applied because, the Lawyer for the Assembly was not party to the signed Memorandum of Understanding and also there was no signed agreement with the beneficiaries so the interest of the Assembly was not safeguarded. 

The report also indicates that management of the Assembly has not since expressly requested Absa Bank to perform its contractual obligation of recovering the loans.

It says the public funds risk going down the drain as no effort is being made towards recovery of the amount without the culprits being held accountable.

Additionally the report says, the people in the constituency have been denied the benefit of this money in terms of physical and human development.

The report recommend that the MP (Hon. Kennedy Kwasi Kamkam), the erstwhile Finance Officer and Coordinating Director (Mr Daniel Kofi Kamkam and Mr Samuel Donkor respectively) as well as the former Branch Manager of Absa Bank, Krofrom branch (Ms Ivy Agbemadzo) should take steps to recover the amount of GH₵500,000.00 into the KMA Member of Parliament for Nhyiaeso Common Fund account.

This comes few days after Mr Kennedy Kankam allegedly spread rumors that MP for Assin Central, Ken Agyapong had paid a bribe to one Kusi Boafo, one of the aspirants for the position of Kumasi Mayor, in order for his (Ken Agyapong’s) preferred candidate to win.

Breaking News: Court Cancels NDC MP For Assin North’s Election – Order For Fresh Parliamentary Elections

A Cape Coast High Court has cancelled the parliamentary elections in the Assin North constituency in the 2020 parliamentary elections.

The court presided over by Justice Kwasi Boakye, ordered for fresh elections to be conducted in the constituency.

The case of the petitioner is that the MP at the time of filing to contest the 2020 parliamentary elections, had not renounced his Canadian citizenship and thus held dual nationality.

Handing his judgement on Wednesday, the judge said the MP, Joe Gyaakye Quayson violated constitutional provisions and other statutory provisions that guide Ghana’s elections.

The NDC has expressed their intention to contest the judgement by the court.

Member of Parliament for Ningo-Prampram, Sam George says he was moved to act after he saw the LGBTQ activists open an office in Accra together with some ambassadors.

Speaking on Citi TV, the MP who has become the face of an anti-LGBTQ+ bill said he immediately made a phone call to President Akufo-Addo to shut down the office.

He further made a call to the Minister of Foreign Affairs to sanction those ambassadors wondering f they could have done that if they were in an Arab country.

“Seeing High Commissioners, ambassadors, Reps of the EU at that function in blatant violation of the Vienna Convention really, really ticked me off. And for me, I made two calls immediately, I made a call to the president to shut down the office and the Minister of Foreign Affairs to sanction those ambassadors. As far as I am concerned, publicly I am not aware of any sanctions.”

“But thankfully the president immediately acted, sent national security, shut down the place but then we needed to send a strong message, none of these ambassadors would have tried this if their host country was Saudi Arabia or any of the Gulf States?” he quizzed.
