President John Dramani Mahama has signaled a preference for promoting family values through education rather than enacting punitive legislation against the LGBTQ+ community. Speaking during a meeting with the Catholic Bishops Conference, the President highlighted the importance of dialogue and moral education as tools for preserving Ghana’s cultural and moral values.

Addressing the controversial LGBTQ+ bill, officially titled the Promotion of Proper Human Sexual Rights and Ghanaian Family Values Bill, Mahama suggested that legislative action may not be his administration’s priority. Instead, he proposed incorporating family values into the national curriculum to instill these principles in the younger generation.

“We won’t need a bill to enforce our family values,” Mahama stated. “A well-designed curriculum can inculcate these values into our children as they grow, ensuring we preserve our culture without resorting to harsh legal measures.”

Shift from Campaign Rhetoric

Mahama’s remarks represent a potential shift from the hardline stance his National Democratic Congress (NDC) party adopted during the 2024 election campaign. At the time, the NDC criticized the Nana Addo-led administration for its failure to sign the anti-LGBTQ+ bill into law despite its passage in Parliament.

However, Mahama’s current approach suggests a move toward pragmatism. He indicated that while the bill could gain broader legitimacy with government sponsorship, his administration would prioritize education and inclusivity over punitive measures.

“For the bill to have broader legitimacy and a higher chance of success, it should ideally come with government backing,” Mahama said. Nevertheless, he clarified, “My administration is focused on fostering understanding and moral education, rather than pursuing harsh legislation.”

Broader Implications

The anti-LGBTQ+ bill has been one of the most polarizing topics in Ghanaian politics. While proponents argue that it upholds Ghanaian cultural and religious values, critics contend it infringes on fundamental human rights.

Mahama’s measured stance could have significant political implications. On one hand, it positions his administration as progressive and internationally aligned, appealing to advocates of human rights. On the other hand, it risks alienating conservative groups within Ghana, many of whom strongly support the bill in its current form.
