CDG-Gh Labels Mid-Year Budget Review A ‘Voodoo Budget of Desperate Government’



The Caucus for Democratic Governance, Ghana, CDG-GH has ridiculed government’s mid-year budget review read by Finance Minister, Ken Ofori Atta labelling it a ‘voodoo budget of desperate Government.’

Ken Ofori Atta, reading the budget in Parliament on Thursday stated that government transferred an amount of GH¢50.2 million to 400,000 beneficiaries under the the Livelihood Empowerment Against Poverty (LEAP) Programme.

He also disclosed that cooked meals distributed to the poor during the lock-down costed the country GH¢54.3 million.

Furthermore, government will be extending the free water and subsidized light package for three more months.

In reaction, the CDG-GH said the budget statement “can only conclude that the Mid Year Review Budget projects a contracting economy, characterized by budget deficit and negative growth.”

The Caucus for Democratic Governance, Ghana (CDH-Gh), on the basis of what the Minister of Finance read last Thursday in Parliament, can only conclude that the Mid Year Review Budget projects a contracting economy, characterized by budget deficit and negative growth.

In trying to put the blame on Covid-19, the Minister of Finance is expected to know, that many African Countries have positive growth between 2%-3%. In West Africa, countries like Ivory Coast and Senegal have all positive growth of 3% inspite of Covid-19.


What is worrying is the deceptive picture created by the fictitious data thrown out since 2017 by vodoo economist Dr Bawumia. On the basis of these figures, Ghana becomes one of the fastest growing economies in Africa. The fictitious data and fraudulent engineering of accounting figures, made our economy robust and one of the strongest in Africa. The truth however became obvious when the economy showed signs of collapse after three weeks of Covid-19. Excellent macro economic figures with growth rate of between 6.4% to 8% could not save us.


The former President, John Mahama often cautioned the Finance Minister for engaging in creative accounting, indicating that a number of debts are put under the base line to escape accounting. This weakens the resilience of the economy.

When the baseline to GDP is changed, to induce flowery figures, that presupposes a robust economy, then the economy is bound to collapse in three weeks of strain and stress.

When this Government borrows heavily (126 billion Ghc in 3.5 years , the highest in the history of Ghana), the debt distress becomes high. When the debt distress is high, we have no option but to run quickly to IMF for rescue.

Instead of the Government aggressively embarking on austere measures of pruning down the size of the Government appointees, reducing taxes, reducing imports and investing in productivity to make saving, she is stampeding the resources of Bank of Ghna (BoG) to weaken the economy.

An economy where BoG is forced to print 5,5 billion ghc to finance Government operations and is planning to print more; cannot be a robust economy. This action is a breach of the Bank of Ghana Act.

Where the BoG is converted into extension of the Ministry of Finance, the foundation of the economy, with time, becomes weak.

In an economy where figures on Internal reserves, Fiscal Deficit of GDP and Primary Balance % of GDP are manipulated in the budget, the economy is programmed to go on its knees in three weeks of Covid-19

Bawumia ‘Hot’ Over Toilet Facilities He Bragged About



A group of contractors calling itself New World Contractors Association of Ghana are on the neck of Vice President Dr Mahamudu Bawumia and the government, demanding payment for work done on toilet facilities across the country.

Speaking at a press conference, the contractors bemoaned the unwillingness of government to release funds for the work they’ve done albeit taking fans with the project.

Below is their statement;



Good day, Ladies and Gentlemen. We thank you all for honouring our invitation. We have gathered here as members of New World Contractors Association of Ghana; that is contractors who have been contracted by Ghana First Company Limited to build ultra-modern toilet facilities across the length and breadth of our country. Ghana First Company Limited is working in collaboration with the Local Government and Rural Development Ministry and Ministry of Water and Sanitation. In fact, it is the MMDCE’s that grant the site for the project.

The project specifications and cost of each are stated below:

484. 14 seater at the cost of Two Hundred and Ninety Thousand, Four Hundred and Eighty Four Ghana Cedis (GHC 290,484.00),

485. 16 seater at the cost of Three Hundred and Twenty Six Thousand, Two Hundred and Fifty Nine Ghana Cedis and Thirty Six pesewas (GHC 326,259.36),

486. 20 seater (A) at the cost of Five Hundred and Three Thousand, Nine Hundred and Thirty Five Ghana Cedis (GHC 503,935.00), and

487. 20 seater (B) at the cost of Three Hundred and Thirty Three Thousand, Six Hundred and Seventy Six Ghana Cedis (GHC 333,676.00).

Ladies and Gentlemen, here is a documentary of the projects we have executed.


1. The contracts were awarded to individual contractors between the period 2017 and 2019.

2. Contractors were to pre-finance the project and after 60% completion, the amount involved shall be paid to the contractor.

3. Furtherance to that, a letter was issued to each contractor specifying certain conditions. Copies of the letters have been provided here. (read sample letter)

We are stating that all contractors have complied and fulfilled the first part of the agreement; however, not a pesewa has been paid any of us. Meanwhile, the Vice President, Dr. Mahamudu Bawumia in delivering his address on the infrastructure projects executed by his government made reference to a lot of the projects we have done. How can we be denied our money but for the government to claim credit for those projects?

We see this as a deliberate attempt by the Government and Ghana First Company to kill the spirit of contractors in this regard. Our members procured loans from banks to execute the projects. Now, we are being chased by those banks for repayment. Several appeals to Mr. Frank Akuley, the C.E.O. of the Ghana First Company Limited have fallen on death ears. He is blaming the government for the delays.

We are using this medium to draw the attention of the government to our plight. The government should come out to state its position on this matter. We don’t want to believe that this is a scam which has been endorsed by this government.


We are giving the government 10 days to respond to the following issues:

1. Explain to us the contractors, its position and involvement in the Ghana First Company issues,

2. Why the sector ministers gave Ghana First Company introduction and support letters knowing the company’s inability to pay,

3. Why the MMDCE’s refusal to perform their part of the contract with Ghana First Company by providing the land title documents as per their undertaken letters, (sample shown)

4. Why the sector ministers: Minister of Local Government and Rural Development and Minister of Water and Sanitation have refused to respond to the Ghana First Company blaming the Local Government for delaying on their part to raise funds to pay the contractors,

5. Why the government captured our projects (Ghana First Toilet Facilities) as its achievement during the town hall meeting in Accra by the Vice president, Dr. Mahamudu Bawumia, when during the same town hall meeting in Kumasi, we were told by the Information Minister, Kojo Oppong Nkrumah that it is a private project.
The government should intervene by helping Ghana First Company to have access to funds and pay the contractors.


The government should take over the projects and also engage us, the affected contractors, on the way forward.

If the government refuses to adhere to our concerns, we will take the following actions.

We will call and mobilize all the communities where some of these uncompleted toilet facilities are being constructed to demonstrate massively against the government and Ghana First Company.

We will press upon members, their families and workers not to vote and we will campaign massively against the government in this year’s elections.

Lastly, we will expose all the MMDCE’s who took between 5% – 15% from our members before awarding the contracts knowing very well that Ghana First took only 2%.

Stop Wasting Your Votes On NPP And Nana Addo – Asanteman Told



Known NDC loyalist and 3Music CEO, Sadiq Abdulai Abu has asked the people of the Ashanti Region to start looking beyond the NPP for developments.

The entertainment critic in a post on twitter challenged his followers to lead him to one project that President Nana Addo and the NPP has done for Asanteman in the last three and half years.

He stated in his post that all the President did in his recent visit to the Ashanti Region was to commission projects by the erstwhile Mahama government.

“So wait oh, aside commissioning JM’s projects in Ashanti Region, Nana Addo doesn’t have a single “full” project in Ashanti Region. So what exactly did Nana Addo for Asanteman?

Can anybody point to me 1 significant infrastructure Nana Addo initiated, designed, sought funding and completed for Asanteman? Asanteman need to stop wasting their votes on the NPP”, Sadiq wrote on twitter.

NDC Must Lead The Campaign Against Western Togoland Secessionists – Political Activist



A leading member of the CPP, James Kwabena Bomfeh has urged the opposition, National Democratic Congress (NDC) to lead the charge against the sudden insurgency of secessionists in the Volta Region.

To him, those areas that the Homeland Study Group (HSG) are claiming ownership of are major strongholds of the NDC hence a separation from Ghana will go against the fortunes of party.

Contributing to the conversation on Kokrokoo on Peace FM, Thursday morning, Mr. Bomfeh advised the NDC to champion any campaign by the government to resists these secessionists.

He also tasked the government to start an all inclusive “No Campaign” and nip the actions of the Western Togolanders in the bud once and for all.
